UNICORE 10.4.0 and UCC 10.4.0 released

Version 10.4.0 of the UNICORE Core Servers and Version 10.4.0 of the UCC are available for download from GitHub.

This is a maintenance release focusing on code cleanup, dependency updates and preparing future extensions. It also a fixes a few minor issues.
